Project Development
CFI structures energy projects from initial allocation through technical, financial, and legal readiness, ensuring projects meet institutional standards prior to capital deployment. This includes coordination of technical evaluations, commercial structuring, contractual frameworks, and project governance design.
Project Financing
CFI coordinates and structures project financing through reputable institutional counterparties, including U.S. based investment banks. The company prepares projects to be financeable, including risk evaluation, capital structuring, compliance review, and alignment with institutional investment requirements.
CFI does not commingle funds and operates through controlled SPV mechanisms.
Project Procurement
CFI oversees procurement frameworks associated with financed projects, ensuring transparency, compliance, and alignment with contractual and regulatory requirements. Procurement activities are structured to support disciplined execution by qualified local operators under clearly defined performance and compliance standards.
CFI is a professional Project Sponsor and Project Manager, developing, financing, and procuring energy projects that meet institutional, regulatory, and operational standards while enabling qualified local operators to execute within structured, transparent, and compliant frameworks.
CFI’s operating model (SPV)

CFI’s Operating model is based on Special Purpose Vehicles (SPVs) established for each project.
These SPVs are designed to:
• Ring-fence capital and project cash flows
• Centralize strategic control and governance
• Enable milestone based fund release
• Ensure transparency and auditability
Under this structure, CFI maintains strategic oversight and governance, while local operators are responsible for technical and operational execution in accordance with applicable contracts and regulations.
Regulatory Compliance
CFI is committed to strict compliance with all applicable laws and regulations, including:
• United States regulations, including U.S. Treasury Department Office of Foreign Assets Control (OFAC) requirements and applicable sanctions frameworks
• State of Texas regulatory standards
• Host‑country laws and regulations applicable to energy sector operations
